Beihai Maritime Court and Tsitsihar Intermediate People’s Court held a handover ceremony for archived remote data backup

In order to strengthen the safe management of important archives under the new system and fully guarantee the integrity and security of archival resources, especially the electronic archive data, Beihai Maritime Court and Tsitsihar Intermediate People's Court of Heilongjiang Province signed the Remote Backup Agreement of Mutual Safety of Archive Data agreement and held a handover ceremony for electronic archive data backup on October 27. Tsitsihar Intermediate People's Court transferred the computer’s mobile HDD that stored the electronic archive data of 16 local courts to the Beihai Maritime Court for sealing and safekeeping, which marked the formal launch of remotely backing up the important archive data between the two courts. The main leaders of the ceremony were Liu Donghai, deputy director of Heilongjiang Provincial High Court Office, researcher Tian Wenjun, Xu Jiang, executive vice president of Tsitsihar Intermediate People's Hospital,Yu Di, deputy director of Guangxi High Court Office, Liu Qiaofa, vice-president of Beihai Maritime Court, and Wen Shouyi, office director.

Remote backup of archival data is a new way to ensure the safe custody of important archived resources under the new system. It is in alignment with the requirements for “remote backup systems of important archival data” proposed by the State Archives Bureau. It is also the concrete implementation of “remote and heterogeneous backup for archives to guarantee the safety of court archives” required by Archive Work Stipulations of People’s Court proposed by the Supreme People's Court. Tsitsihar Intermediate People’s Court started the digital work of file storage in 2006 and now has completed the digitization of all the litigation archives stored by this court and all the local courts within its governance. Meanwhile, it also realized the synchronized scanning of archives. In the second half of 2009, the Beihai Maritime Court took the lead in digitizing the storage files in the Guangxi court system. At the end of 2010, it completed the digitized scanning of the archives (litigation files and archival files), and simultaneously scanned the archives. Tsitsihar Intermediate People’s Court and Beihai Maritime Court has completed the important work of local paper storage being digitized, which has laid a good foundation for the two sides to carry out remote backups of electronic data files. According to the agreement signed by the two sides, the two courts can copy the local electronic archive data to the hard disk for storage and transfer the hard disk to the other side for safekeeping. Transfer and handover work of archive data should be conducted at least one a year.
